Everett Ross

Agent Everett Kenneth Ross is a CIA operative and a former Deputy Task Force Commander for the Joint Counter Terrorist Centre. While working with Thaddeus Ross, Ross was tasked to control and regulate the any actions of the Avengers, in the wake of the creation of the Sokovia Accords, which had been designed to limit all of the heroics following several disastrous missions. However, Ross' plans had soon come into conflict with Captain America as the Winter Soldier had been targeted for his involvement in seemingly committing a sudden horrific terrorist act. After Tony Stark revealed that Helmut Zemo was the one to blame for those attacks as Zemo was apprehended by the Black Panther, before Ross took Zemo into custody.
